This major new development provides an opportunity to create a modern, inclusive, net zero–carbon community campus to replace the existing Liberton High School. Designed as a lifelong learning and sports hub, the facility will support 1,200 students and co-locate key public services—including an NHS GP surgery—with direct links to active travel routes, green infrastructure and public transport networks.

The Council has committed all future learning estate investments to be delivered to full Passivhaus standards, ensuring the new Liberton High School is designed for maximum energy efficiency, low carbon consumption and long-term sustainability supporting the city’s 2030 Net Zero target and responding to the Climate Emergency.

Key Components

South West Fife High School – £88m Passivhaus Secondary School Development

The new £88m South West Fife High School, being delivered by hub East Central Scotland, is scheduled to open in 2026 and will replace the existing Inverkeithing High School. Built on the former Rosyth Fleet Grounds, the three-storey school will accommodate around 1,800 pupils, providing a modern, energy-efficient learning environment.

Designed to meet full Passivhaus principles, the new facility will use approximately 75% less energy than a standard UK new-build school. This ensures exceptional thermal performance, reduced heat loss, and significantly lower carbon emissions.

Gary Bushnell, CEO of hub East Central Scotland, highlighted that the school will benefit from excellent natural daylight, superior comfort levels, consistent internal temperatures, and a continuous supply of fresh air—key elements of the Passivhaus approach. These attributes also support Fife Council’s wider net-zero strategy.

WSC Dunfermline – World’s Largest Passivhaus Certified School

BAM UK & Ireland’s Woodmill High School and St Columba’s RC High School, part of the Dunfermline Learning Campus in Fife, has officially become the largest Passivhaus-certified educational building in the world. The contractor built a Passivhaus Classic dual secondary school building in Dunfermline under one roof for Fife Council.

The school has recorded an airtightness of 0.45m3/(hr-m3)@50Pa air changes per hour, meaning less than half of the air inside the building is replaced by outside air due to leakage each hour. This improves heat retention and energy efficiency.
The project has received certification from the independent Passivhaus Institute, making it the largest certified building in the world in the school, college and university categories.

HMP Barlinnie Prison, Glasgow

HMP Glasgow – Major Replacement for HMP Barlinnie

Kier has been awarded a £683.8m contract by the Scottish Government to deliver a major new prison development that will replace Scotland’s largest and oldest facility, the 143-year-old HMP Barlinnie. The new HMP Glasgow will provide a high-specification, modern and secure environment designed to reduce reoffending and support a safe working environment for staff.

The new prison will accommodate 1,344 inmates and is scheduled for completion in 2028. Kier has been on site since October 2023 undertaking early remediation works on the complex brownfield site, formerly home to an industrial gasworks, to prepare it for the main construction phase.

Located close to Glasgow city centre, the project brings significant benefit to the city by transforming disused land while maximising local employment and supply chain involvement.
